Thanks for sharing this.. This is really disturbing. If correct, We need to take immediate action to take back Service charges paid.

Can you please send us a credible link/document. May be from the Government of India websites or else?

I have gone thru the budget document this session which mentions about the exeptions of resident maintenance service charge has been increased from Rs 3000 to Rs 5000 . Mahagun is even charging for all and I could see most of us have maintenance cost less that Rs 3K(which does not include fixed power charges).
